Senior Pastor

Bishop Romaine S. Gibbs is the Presiding Prelate of the Ark of Safety Reformation. He is a North Philadelphia born and bred catalyst of change, DEFINITELY impacting his community at large. Bishop Gibbs was a member of the Christian Love Worship Cathedral where he served for more than twenty years under the pastoral leadership of his spiritual father Bishop George E. Gibson, II. Bishop was a faithful servant and worked diligently within the ministry. In 2008, Bishop Gibbs accepted the call and was licensed to preach the Gospel by his father. Bishop continued to work tirelessly for the ministry and was promoted to youth Pastor of the "Take the City" Youth Ministry.

After years of serving, Bishop Gibbs began to see ministry in a different light. In 2013, Bishop Gibbs accepted the call and served as the Elect Pastor and Founder of the Power Packed Praise Transformation Church Incorporated of Philadelphia. He was ordained Elder with the designation of Pastor-Elect by the late Apostle Christian Littleton. In 2014, Bishop was ordained the official Pastor of "Power Packed Praise Transformation Church Inc." by Rev. Lamont A. Wells. This Amazing church now approaching its fourth year, is truly a place where the Kingdom agenda has not only been implanted but also advanced. Kingdom clearly means ALL PEOPLE.

Bishop Gibbs prides himself on creating a relevant atmosphere where people are FREE to worship without boundaries, which will eventually bring forth change and transformation in every area of one’s life. This church serves as the ONLY inclusive ministry in the city and is truly growing by leaps and bounds. Contrary to what others may think, the congregation encompasses members from ALL walks of life and does not discriminate on the basis of race, religion, national origin, color, sex, age, veteran status, or disability. ALL are welcome and the love is authentic.  It’s truly a RELEVANT ministry, with RELATABLE application, for REAL people with REAL lives.  In 2017, Bishop, being led by the spirit, changed the name of the formerly know P3 Church to the "Next Level Church of Philadelphia."

Bishop Gibbs is well-known within this City as a top-tier leader and business professional who has adopted several LGBTQI+ Transitional homes providing spiritual empowerment, essential needs, and support. He has partnered with other outside organizations such as the Philadelphia Police Department LGBTQI+ Liaisons and hosted the 2021 “Faith & Blue Community Day,” Also he has partnered with the Mazzoni Center and has worked closely in the fight against the Aids/HIV stigma by becoming a remote location for Testing, Awareness, and Awareness education to help other Faith based partnerships to become prevention advocates. He has also hosted TDOR and TDOA faith based services to bring awareness in an effort to stop discrimination and hate-crime towards our Trans-community. Bishop Gibbs is currently the Founder and President of the “Ark of Safety Collective Corporation," and Safe Haven which provides inclusive and gender-affirming emergency housing for LGBTQI+ identities who are facing housing insecurity in Philadelphia.

Bishop is a duly licensed Funeral Director in the state of Pennsylvania and Maryland. He is the proud owner of the "R. S. Gibbs Life Celebrations Funeral home Inc." in Philadelphia, Pennsylvania. Bishop is a graduate of the Pierce College of Philadelphia with an A.S. In Information Technology and Networking, and he is also a Graduate of the Gupton Jones College of Funeral service with an A.S. In Funeral Service Science. Bishop is a graduate from Lancaster Bible College with a B.A. in Urban Leadership Ministry, and Theology.
